​Introduction
In the context of the progressive liberalization of the communications sector in the Kingdom of Saudi Arabia ("the Kingdom") and in accordance with all applicable statutes and laws and the powers vested in the Communications and Information Technology Commission ("the CITC"), the CITC intends to license Wireless Trunking Services ("WTS") providers in 1426/2005 in the Kingdom.
This Public Notice ("PN") is issued by the CITC for two purposes: the first is to bring the proposed licensing procedure to the public attention; the second is to invite interested parties to participate in the Public Consultation process and comment on the proposed licensing procedure and license conditions to be adopted.

Public Consultation Process
The CITC invites comments from interested parties on the procedure to be used and the conditions to be applied in the licensing of WTS services providers in the Kingdom. A Public Consultation Document entitled Licensing of Wireless Trunking Services (WTS)” is being released at the same time as this PN to provide background information on the proposed licensing procedure and conditions, and to invite comments on issues related to the licensing process. A timetable for the submission of comments and other steps in the consultation process is set out in the Public Consultation Document.
Licensing Process
Following the Public Consultation Process the licensing award process is intended to comprise the following integrated phases:
  1. an Application Phase; and
  2. a Selection Phase to evaluate the qualified applicants.​
Schedule and Procedures
The Public Consultation Document can be obtained from the CITC web site (www.citc.gov.sa).  The CITC will provide further details regarding the licensing process shortly following the conclusion of the Public Consultation.
The schedule and deadlines for filing questions and comments related to the licensing of Wireless Trunking Services (WTS) providers are set out at the end of the Public Consultation Document. Further instructions on the filing of comments are also set out in that document.
