The Communications and Information Technology Commission invited the public to submit their views on the updated "draft Rules for Access to Physical Facilities" and the updated "draft Interconnection Rules". Through these updates, the Commission aims to develop the regulatory environment that governs the relationship between operators and maximize implied benefits for end users. The Commission took into account the adoption of international best practices and experiences in infrastructure sharing, access to physical facilities, interconnection and wholesale services.

This comes from the role of the Commission to regulate the telecom market in the Kingdom, pursuant to provide advanced telecom services at affordable prices, ensure the right of access to public telecom networks, create a favorable atmosphere to promote and encourage fair competition, protect users rights, and in light of current and anticipated future developments.

 

The Commission clarified that major updates in the documents include:

·       addition of provisions to foster Fiber investment in new developments and to ensure better utilization of existing infrastructure and networks,

·        inclusion of detailed process to provide access to physical facilities and wholesale services.

·       updating the scope of the rules' in line with market licensing regime,

·       updating obligations on service providers with significant market power (SMP)  to ensure competition and provide options for users.

 

In order to provide the opportunity for concerned authorities and interested public, the Commission has made a copy of the document available on its website (www.citc.gov.sa), and the participants wishing to express their views should provide their views in writing, and they must be submitted to the Commission at a date no later than 10/7/1441 AH, corresponding to 5th of March 2020.
