According to the CITC decision on “Regulating the sale and activation of pre-paid SIM cards”, no pre-paid SIM cards will be charged, recharged, or balance transferred after the date 28/09/2012 unless the subscriber enters his/her ID number following the recharge number.
 More importantly, the ID number entered must correspond to the ID number provided by the subscriber to the service provider at the time of SIM purchase. 
CITC has ordered mobile services providers to facilitate the procedures for subscribers to update their pre-paid subscriptions information.
To keep pre-paid SIM cards activated, the subscriber's information provided to the service provider must be verified, valid and up-to-date.
