Frequency spectrum is a national limited resource that is owned by the Kingdom, and it’s use is licensed according to the Telecommunications and Information Technology Act and its Bylaw, and the licensing fees are calculated according to the Frequency Fees Regulations approved by the Board of Ministers Decision No. (632) dated (15/11/1443 H)
