A service allowing licensees to provide private telecoms in specific areas by operating specialized wireless networks, offering mobile voice/data, and issuing contact cards.
Service Steps
1. Log in to Business Portal through the national unified access service (Nafath)
2. Click on “Start Service” option.

Terms and Condition
- An application must be submitted through Mutasil System.
- The applicant must hold a valid (GCL) from CST, with a validity exceeding (6) months.
- The applicant must submit a Commercial Registration (CR) valid in the Kingdom for at least (3) months, indicating the activity to be permitted.
- The applicant must prove the capability to acquire a frequency license that could be used to provide the services mentioned in this document.
- An applicant's profile must be submitted.
- The applicant must provide a description of services, Business case, and Proposed price plan for Subscribers to be offered in the Kingdom under such Permit.
- Provide future plans to develop permitted services and execute procedures.
- The applicant must submit technical specifications of systems and equipment to be used in service provisions under such Permit. CST approval in this service permit does not mean equipment approval.
