Digital Certification Service Regulations
Communications and Information Technology Commission (CITC) issued Regulations for Provision of Digital Certification Service document in the Kingdom of Saudi Arabia based on Article 15 of the Electronic Transactions Law issued by Royal Decree No. (M/18) dated 8/3/1428H stating that CITC shall be in charge of implementation of Electronic Transactions Law in accordance with the following scope of functions:
A. Issuing licenses to provide digital certification services and determining the duration, requirements, and procedures necessary for obtaining the license.
B. Ensuring the compliance of service providers with their granted licenses, the provisions of the Electronic Transactions Law, and the decisions issued by CITC.
C. Taking actions necessary for ensuring the continuity of the service upon the suspension, revocation, or non-renewal of the service provider’s license.
D. Proposing draft laws and regulations relating to electronic transactions and amendments thereto.
E. Determining license fees.
Through this document, CITC aims to regulate the service in accordance with the scope of functions stated above, without prejudice to what is issued by the relevant competent authorities. Furthermore, Regulations for Provision of Digital Certification Service document include the following:
• General and specific provisions for licenses of digital certification services provision.
• Conditions and requirements for obtaining licenses relating to the provision of digital certification services in the Kingdom of Saudi Arabia (Kingdom). CITC shall publish them, from time to time, as needed, regarding the provision of more licenses as described in Paragraphs (3.2) and (3.3) herein.Digital-certification-regulations-EN.pdf
