Numbering

About Numbering

Telecom service numbers (numbering resources) are used to determine the destination termination points in the public telecom networks and route communications to such points. Numbers are important and limited resources and under the Telecom Act and its Bylaws, the Commission undertakes the responsibility for the regulation of these resources by developing and managing the National Numbering Plan and by determining the fees for their allocation and usage. The Bylaws also allow the Commission to establish regulations for number portability, ensuring the right of the subscriber to transfer his number from one service provider to another under specific conditions.

Numbering Plans

Pursuant to the powers granted to the Communications, Space & Technology Commission under the Telecom Act and its Bylaws, the Commission prepares and manages the National Numbering Plan and updates it periodically to meet the needs of future growth, provide the flexibility required to accommodate the capabilities and usage of different new telecom technologies and services, ensure the availability of numbers, and maintain consistency with ITU-T Recommendations. The National Numbering Plan sets out the principles, rules and guidelines for the management of numbering resources for all types of telecom services in the Kingdom. The most important of these principles are to meet the requirements of telecom services provision by the licensed service providers and the application of the transparency and equity principles adopted by the Commission in all its work. The Plan also describes the regulatory and technical principles related to number structure, allocation rules, and other relevant numbering matters related to communication services, such as the Public Switched Telephone Network (PSTN) and Public Mobile Networks. As numbers are a limited national resource, they must be used efficiently and managed in such a way as to ensure their availability to meet current and future demand.

Number Portability

The Communications, Space & Technology Commission has sought to provide Mobile Number Portability (MNP) service in the Kingdom in accordance with its responsibilities set forth in the Telecom Act and its Bylaws. Number portability is a facility whereby mobile customers can keep their numbers when changing from one network service provider to another.

The Commission aims to encourage competition among service providers by facilitating subscriber number portability from one service provider to another, thus giving the subscriber greater flexibility to choose among the service providers. This contributes to improving the quality of service, raising operational efficiency and lowering prices.

The Commission issued a policy document and guidelines for mobile number portability and established the Number Portability Clearinghouse (NPC) to electronically implement, accelerate and follow up the number portability process between service providers and to serve as a single database for all ported numbers in the Kingdom. The Commission also issued a decision requiring mobile service providers to apply the mobile number portability service in their networks and to link it to the NPC database.

This service was launched on 11/06/1427H corresponding to 7/8/2006G. The Kingdom of Saudi Arabia is one of the leading countries in the world, and the first in the Middle East, Africa and the Islamic world, to provide this service to subscribers.

Fees for Allocation and Usage of Numbers

For purposes of the fee structure, a “number” is any number, code or other sign used by the telecom service provider to identify the communication facilities for connection between sending and receiving locations or to identify the type of transmission performed.

For example, the fixed telephone number “0113456789“ is composed of 10 digits; the mobile number “0551234567“ is composed of 10 digits; and the freephone number “8001232222“ is composed of 10 digits.
