Designation of Saudi Mobile Telecommunications Company (Zain) as a dominant service provider in the wholesale mobile calls termination services market.

Second:
Saudi Mobile Telecommunications Company (Zain) shall comply with the following regulatory requirements:
- Provide termination services on its mobile telecommunications network.
- Provide services in this market on a non-discriminatory basis to all licensed service providers.
- Submit interconnection agreements to (CST), for review and approval.
- Preparing and publishing reference offers and submitting them to (CST) for approval.
- Determine fees for services in this market according to basic cost of providing these services, as determined by cost studies conducted or approved by (CST).

Third:
This decision shall be communicated to (Zain) and to all parties concerned to act accordingly within three (3) months from the date of its issuance.
