Decision Overview
First:
Designation of Saudi Mobile Telecommunications Company (Zain) as a dominant service provider in the wholesale fixed voice calls termination services market.
Second:
Saudi Mobile Telecommunications Company (Zain) shall comply with the following regulatory requirements:
- Provide wholesale fixed voice calls termination services.
- Provide services in this market on a non-discriminatory basis to all licensed service providers.
- Submit interconnection agreements to (CST), for review and approval.
- Determine fees for services in this market according to basic cost of providing these services, as determined by cost studies conducted or approved by (CST).
- Not to impose fees on wholesale fixed voice calls termination services that are higher than the fees for similar services or their equivalent, which were mentioned in the reference offer of Saudi Telecom Company (STC) and approved by (CST), unless the company proves that its higher fees are based on cost, and obtain (CST) approval.
Third:
This decision shall be communicated to (Zain) and to all parties concerned to act accordingly within three (3) months from the date of its issuance.
