Decision Overview
First:
Designation of Saudi Telecom Company (STC) as a dominant service provider in wholesale market of broadband access services via fixed telecommunications network.
Second:
Saudi Telecom Company (STC) shall comply with the following regulatory requirements:
- Provide services in this market on a non-discriminatory basis to all licensed service providers.
- Preparing and publishing reference offers and submitting them to (CST) for approval.
- Submit all access agreements concluded between STC and other service providers, to provide services in this market, to (CST) for review and approval.
- Determine fees for services in this market according to basic cost of providing these services, as determined by cost studies conducted or approved by (CST).
- Provide accounting separation information.
Third:
This decision shall be communicated to (STC) and to all parties concerned to act accordingly within three (3) months from the date of its issuance.
