Decision Overview
First:
Designation of Saudi Telecom Company (STC) as a dominant service provider in wholesale market of access and call creation services on mobile network.
Second:
Saudi Telecom Company (STC) shall comply with the following regulatory requirements:
- Provide services in this market on a non-discriminatory basis to all licensed virtual mobile telecommunications service providers.
- Preparing and publishing reference offers for those services and submitting them to (CST) for approval.
- Submit all access agreements concluded between STC and licensed virtual mobile telecommunications service providers to (CST) for review and approval.
- Determine fees for wholesale of access and call creation services on mobile network of virtual operators in this market, according to basic cost of providing these services, as determined by cost studies conducted or approved by (CST).
- Provide accounting separation information.
Third:
This decision shall be communicated to (STC) and to all parties concerned to act accordingly within three (3) months from the date of its issuance.
