Decision Overview

First:
Designation of Saudi Telecom Company (STC) as a dominant service provider in retail call services and access to fixed telecommunications network.


Second:
Saudi Telecom Company (STC) shall comply with the following regulatory requirements:
- Submit to CST applications for approval of tariffs for services in this market.
- Provide accounting separation information.
- Submit cost studies required by (CST)
- Provide information that proves that all package offers, including the services of this market, can be technically and economically offered by other service providers.


Third:
The Saudi Telecom Company (STC) has no right to combine any tariff for the services of this market with other services or products, including non-telecommunication-related services or products, other than retail of broadband services via fixed telecommunications network., unless the company fully complies with regulatory requirements mentioned in the Clause (Second) of this decision.


Fourth:
This decision shall be communicated to (STC) and to all parties concerned to act accordingly within three (3) months from the date of its issuance.
