Decision Overview

Article one:
When mobile or fixed telecommunication service providers licensed by CST conclude an agreement to provide the service of passing incoming international calls through one's network and ending them on other's network, the agreement must be based on the following rules:
1. Charges for providing this service shall be as follows:
- (37.5) halala per minute to end international calls in mobile telecommunications networks.
- (22.5) halala per minute to end international calls in fixed telecommunications networks.
2. Each mobile or fixed telecommunication service provider must fulfill the regulatory requirements for any incoming international call over his network before passing it on to the other service provider who will terminate it on his network.
3. All service providers must comply with service quality requirements approved by CITC, in accordance with its decision No. (229/1430) dated 10/4/1430H for any incoming international call through their networks.
4. Each service provider is fully responsible for passing any call that may come through his network to another service provider's network in violation of CITC regulations, and in particular, passing international calls in a manner that makes them appear local.
5. In the event that service provider passes a call-in violation of CITC regulations and what is included in this decision, CITC will take the necessary legal measures, including directing to stop the service of passing incoming international calls within two working days from the date of receiving a notification of the violation, provided that the notification is supported by necessary evidence for the occurrence of the violation.

Article two:
This decision shall take effect (15) days after its issuance, and provide mobile or fixed telecommunication service providers and other relevant parties with a copy of it to act upon.
