Public Consultation on Spectrum and Satellite Filing Regulations

The Communications, Space, and Technology Commission (CST) invites the public to submit their input on two documents “Regulations for Satellite Filings ” and “Regulations for the Use of Radio Spectrum by Earth Stations in Space Radio Services”, which aims to develop regulatory frameworks related to radio spectrum usage by earth stations, and submitting satellite filings under Saudi Arabia’s name, hence clarifying the regulatory and technical requirements and procedures for stakeholders, enhance the efficiency of spectrum management and use by earth stations, and enable current and future space radio services and technologies. It also seeks to align with national legislation and the International Telecommunication Union (ITU)  Radio Regulations, while boosting investment and innovation in the communications and space radio communication sectors.

The “Regulations for the Use of Radio Spectrum by Earth Stations in Space Radio Services” document outlines the requirements for obtaining a radio spectrum license for an earth station or an earth station network. Meanwhile, the “ Satellite Filing Regulations” document sets out the procedures and provisions that must be followed when submitting satellite filings to the International Telecommunication Union (ITU) under the Kingdom’s name. 

These documents are part of CST's ongoing efforts to strengthen Saudi Arabia's digital and space infrastructure, attract investment, and foster innovation in the communications and space technology sectors. They also aim to enhance the management of the national spectrum resources and their use in space orbits, further reinforcing Saudi Arabia's leadership in the space sector and its advanced technologies.
