To Protect Users, Communications Commission Requires Service Providers to Notify Mobile Network Users of Off-Network Outgoing Calls

The Communications and Information Technology Commission required mobile telecommunications service providers to offer a user notification service when making outgoing off-network calls, so that the user can distinguish between calls billed as within or outside the network, and to be aware in advance of the possibility of an increased tariff (charges) applied to their voice call when placing it. The Commission explained that this service is optional, should the user wish to activate it. Service providers are also required to comply with implementing this feature within a maximum period ending 15/01/1439H.

The Commission affirmed that this decision comes as an extension of numerous decisions recently issued to enhance transparency, clarity and user protection in the telecommunications sector.

It should be noted that the Communications and Information Technology Commission recently issued a regulation requiring service providers to announce their fair usage policy, if applied, with transparency and clarity, and affirming the importance of service providers' compliance with what is stated in the user protection document, and it has also published the index ranking telecommunications service providers based on complaints escalated to the Commission.
