Communications and Information Technology Commission Presents the Kingdom's Proposals to Resolve the Problem of Satellite Network Congestion at Orbital Positions

The Kingdom of Saudi Arabia, represented by the Communications and Information Technology Commission, presented proposals at the meetings of the ITU Radiocommunication Sector in Geneva to resolve the problem of satellite network congestion at orbital positions located close to one another.

The contribution submitted by the delegation of the Communications and Information Technology Commission at the ITU Radiocommunication Sector meetings in late February 2014 included a number of solutions to address this problem, with the contribution including a proposal to present this issue as one of the agenda items of the World Radiocommunication Conference 2015, concerned with considering any changes that may need to be made to the procedures and provisions of international radio regulations.

At this meeting, the Kingdom highlighted the importance of finding ways to resolve the current difficulties facing communications regulators and satellite network operators around the world, particularly in developing countries, with regard to coordinating frequencies and their associated orbital positions, as well as redoubling efforts to find solutions to correct the current situation of orbital position congestion caused by non-actual ("paper") satellite networks.

A number of countries and international organizations expressed their support for this contribution, stressing that it has become urgent and necessary to seek solutions to the problem of congested satellite networks at orbital positions located close to one another.

It is noted that the ITU Radiocommunication Sector is the body responsible for ensuring the rational, fair, efficient and economical use of the frequency spectrum in all radiocommunication services, including services using satellite orbits, along with conducting studies and adopting recommendations on radiocommunication matters.
