DRA Holds a Program on Regulatory and Digital Transformation in Nicaragua with the Participation of Representatives from 9 countries in North and South America

The Digital Regulatory Academy (DRA) held a program titled “Regulatory and Digital Transformation “ in collaboration with The International Telecommunication Union (ITU) and The Nicaraguan Institute of Telecommunications and Postal Services (TELCOR).

The program aims to provide deeper understanding on the digital ecosystem, elevate the ability in handling digital transformation challenges, enhance the efficiency of funding for access and universal service, safeguard users, and foster a competitive environment.

It was attended by government officials, policy makers in the ICT sector, and the heads of regulatory entities from 9 countries in North and South America.

The program was delivered in two phases: it was held virtually on 27–28 November 2025, followed by in-person sessions in Managua, Nicaragua from 3 to 5 December 2025.

Over the course of more than 40 hours, participants explored key aspects of digital regulation, including regulatory governance, innovative mechanisms such as Regulatory Sandboxes, emergency communications, cybersecurity, and online child protection.

The program helped participants gain a deeper understanding of digital regulation, enabled them to address the challenges of digital transformation, and strengthened universal access and the efficiency of service funding.

It also introduced them to national cybersecurity strategies, highlighted the importance of collaborative regulation, explored innovative regulatory mechanisms and related approaches, and provided insights into the latest regulatory developments and global trends.

This program is part of the CST’s and ITU’s agreement to support developing countries.

It reflects the Kingdom’s humanitarian role in enhancing global human capabilities, through the Academy’s tracks in digital regulatory and public policies, transferring Saudi Arabia’s pioneering experience to developing countries, and boosting their capabilities.
