CST Published a Public Consultation on the Regulatory Approach for Direct-to-Device (D2D) Communication Technologies and the Updated Regulations for Non-Terrestrial Networks (NTN) in Saudi Arabia

The Communications, Space and Technology Commission (CST) has invited the public to share their feedback on the regulatory direction for Direct-to-Device (D2D) Technologies, which enables direct connectivity between mobile devices and satellites. The consultation aims to define the regulatory approach for this technology, identify potential opportunities and challenges in its deployment, explore possible use cases and business models, and establish relevant technical standards, with the overarching objective to enhance connectivity across the Kingdom by expanding mobile coverage to remote areas.

CST has also invited the public to provide feedback on the updated Regulations for Non-Terrestrial Networks (NTN), as outlined in the same consultation document. These updates cover the Regulations for Provisioning of Operation Services of NTN, Regulation for Provisioning of Telecommunication Services over NTN, and the Regulations for the Registration of telecommunication Space Stations. The objective is to establish a transparent and forward-looking regulatory environment that attracts investment, promotes the adoption of innovative wireless technologies, and supports the growth of the digital economy in Saudi Arabia.

CST encourages all relevant stakeholders and interested parties in and outside the Kingdom to submit their comments on the consultation document and to support their feedback with detailed analysis, comparative studies, and supporting evidence. The deadline for submitting comments is 13 November 2025 via CST's website.

The consultation document is part of Saudi Arabia’s broader efforts to connect the unconnected and leverage technology for the benefit of humanity, contributing to improve the quality of life both locally and globally. In this regard, the Kingdom conducted the first-ever demonstration of Direct-to-Device (D2D) technology in the Middle East and North Africa region, during the 2024 edition of the Non-Terrestrial Networks (NTN) Global Forum.
