The Communications, Space and Technology Commission invited the public to submit their input on the draft "Space Law," stemming from the regulatory and supervisory powers assigned to it under Council of Ministers Resolution No. (253) dated 1444/4/7H.
Through the draft law, the Commission aims to prepare the regulatory environment for the space sector in the Kingdom by establishing the legal basis to keep pace with developments in the sector at both the local and international levels, by benefiting from the best global legislative experiences and practices for regulating space activities and encouraging investment in them and expanding their operations in a manner that achieves the desired economic and social returns for the Kingdom.
The Commission explained that the draft law seeks to stimulate scientific research and innovation activities in the sector, encourage and stimulate private sector participation in space activities, and contribute to enhancing international peace and security in the uses of outer space.
The Commission noted that the draft law will lead to regulating various space activities, establishing a legal framework for licensing and oversight of various activities, as well as enhancing the sustainability and safety of space activity, and regulating and supporting activities related to astronomy.
The Commission affirmed that the draft law supports activities related to astronomy, and enhances the sustainability of space activity related to mitigating space debris, in addition to the draft including provisions regulating liability that may arise from damages caused by operators' space activities according to best practices, as well as provisions related to oversight, inspection, and ensuring compliance with regulatory requirements.
The Commission invites all interested parties, locally and internationally, to provide their input on the draft law through the Istitlaa survey platform via the link: https://istitlaa.ncc.gov.sa/ar/Transportation/citc/SSL, until December 6, 2022.
