"CITC" Announces the Entry into Force of the Rules and Guidelines for Providing Delivery Services via Electronic Platforms

The Communications and Information Technology Commission announced the entry into force of the rules and guidelines document for providing delivery services via electronic platforms, and the start of its application to all providers of delivery services via electronic platforms in the Kingdom. This comes as part of the Commission's fulfillment of its regulatory and oversight role over the postal sector, entrusted to it by Council of Ministers Resolution No. (403) dated 12/07/1440H.

Eng. Fahad Al-Fallaj, General Supervisor of Postal Affairs at the Communications and Information Technology Commission, explained: "This document was issued as part of the Commission's efforts to regulate the provision of this service, which has become part of individuals' daily lives, by organizing the relationship between beneficiaries of this service and service providers, and establishing the rules and requirements that would ensure the protection of beneficiaries' rights, improve their experience, and regulate the provision of this service in a way that prevents all practices that undermine competition."

The General Supervisor of Postal Affairs at the Commission added that this document includes a set of rules and requirements necessary to regulate the provision of the delivery service, including requiring the service provider to provide communication channels for beneficiary service within the Kingdom, establishing an administrative unit to receive and process beneficiary complaints, in addition to providing the beneficiary with an electronic invoice or text message detailing the service and the amount paid.

The document also requires service providers to be clear and transparent in presenting service information and pricing, adhere to what is advertised, and define the mechanism for collecting and refunding amounts, the cancellation mechanism, and notifying the beneficiary immediately upon refund, in addition to containing a set of guidelines aimed at raising the level of service delivery, improving the beneficiary experience, and increasing the level of competitiveness.
