"The Communications and Information Technology Commission" Issues the Updated Executive Regulation of the Telecommunications Law

Communications and Information Technology Commission announced

that it has made updates to the "

Executive Regulation of the Telecommunications Law

", following the issuance of Decision No. (4) of His Excellency the Minister of Communications and Information Technology, dated 29/1/1442H, approving the updated Executive Regulation of the Telecommunications Law to replace the previous regulation.

The Commission explained that these updates to the regulation will help enhance transparency in the sector by clarifying all procedures and provisions related to regulating the sector, in addition to raising the level of protection for users, investors, and service providers, removing all difficulties and challenges they may face, and keeping pace with the rapid developments in the telecommunications sector.

The new updates included amendments to the provisions related to telecommunications licenses of all types, ensuring the flexibility needed in managing these licenses, in addition to updating the "user protection" provisions, as well as amending the provisions on spectrum management, enabling the Commission to manage this limited resource and allocate it optimally.

The updates also included the addition of definitions for a number of sector-related terms, including the definition of "physical facilities" used to host or install equipment, devices, or telecommunications and IT network systems for the provision of the service.

It is worth noting that the Commission periodically reviews its regulations and applies all necessary updates to them, in accordance with the interests of the sector and all its parties — users, investors, and service providers — then publishes these updates to ensure enhanced transparency and clarity in all sector procedures.
