CITC Approves Reference Offers for Telecom Companies in the Kingdom

The Communications and Information Technology Commission approved the Reference Offers (RO), which include a list of all interconnection services and physical facility access services, their prices, and details, from the dominant service provider, submitted by Saudi Telecom Company (STC), Etihad Etisalat Company (Mobily), and Saudi Telecom Mobile Company (Zain), to present a detailed (technical, financial, and procedural) offer for wholesale services provided by dominant service providers.

The Commission explained that the Reference Offers serve as a reference guide aimed at regulating wholesale services for service providers classified as dominant service providers in the markets in which they were classified, as stated in the market definition, classification, and dominance report issued by the Commission on 15/5/1442H, to ensure a transparent regulatory environment for all telecom and information technology service providers licensed in the Kingdom, noting that, based on this, the Commission worked to update and approve the Reference Offers after studying prices, services, and procedures and comparing them with international best practices in this regard, in addition to taking into account the views of relevant licensed service providers regarding the Reference Offers.

The Commission affirmed that approving the Reference Offers (RO) contributes to governing the relationship between licensed service providers by establishing mechanisms for requesting these services, in addition to lowering wholesale prices among service providers, which positively affects the provision of services to individual and business end users at fair and reasonable prices.
