"The Communications Commission" Signs a Partnership Agreement with "Elm" to Update Frequency Spectrum Systems

His Excellency Dr. Abdulaziz bin Salem Al-Ruwais, Governor of the Communications and Information Technology Commission, signed, at the Commission's headquarters in Riyadh, a framework partnership agreement between the Commission and "Elm" Company, a leader in digital solutions, to update electronic frequency spectrum management systems, with the aim of localizing frequency spectrum management technologies and systems in the Kingdom, through the allocation and licensing of frequency use, conducting electromagnetic compatibility operations, radio system simulation, implementing the National Frequency Spectrum Plan, monitoring frequency spectrum use, and international frequency coordination operations.

On this occasion, His Excellency the Commission's Governor Dr. Abdulaziz bin Salem Al-Ruwais said that this agreement comes within the framework of the Commission's work to raise the efficiency of frequency spectrum management systems and services, maintain a high and stable level of business and services provided, and raise the information security of the National Frequency Register.

Dr. Al-Ruwais added that the agreement includes establishing a modern national digital platform for frequency spectrum management, which will lead to integration and alignment with the frequency spectrum monitoring stations distributed throughout the Kingdom, and help collect and analyze big data, link with relevant entities, and update the data of the National Frequency Register.

For his part, the CEO of "Elm" Company, Dr. Abdulrahman bin Saad Al-Judaie, affirmed the importance of this agreement in contributing to the development of frequency spectrum systems in line with modern digital trends, given "Elm's" long experience in providing secure services and linking government entities with the private sector, and providing digital delegation services, adding that "Elm" is keen on supporting the government sector in developing its operations through data digitization and building digital platforms, and enhancing data analysis, with the aim of driving efficiency and effectiveness, and providing the best possible services to its clients, as part of its endeavor to provide integrated digital systems to support digital transformation, which is in line with the Kingdom's wise Vision 2030.

It is worth noting that frequency spectrum management is a set of technical and administrative procedures necessary to ensure the organized and effective performance of various wireless services, and to prevent any harmful interference. Since radio frequencies are not bound by countries' geographic borders, frequency spectrum management activities are global in nature and are carried out in accordance with the International Radio Regulations issued by the International Telecommunication Union, one of the specialized agencies of the United Nations concerned with all matters of communications at the global level.
