• This draft regulatory document aims to develop investment opportunities in local hosting by enabling Internet Content Providers (such as Content Delivery Networks, Cloud Service Providers, Game Publishers, Video Streaming Platforms, etc.) as well as Data Center Service Providers in the Kingdom.
• The obligations in this draft regulatory document apply to the following Service Providers:
- Unified License Service Providers.
- Fixed Telecommunications Service Providers.
- Internet Service Providers (ISPs).
• This draft regulatory document sets out the following obligations:
- Service provider must access any locally hosted Internet content under specific requirements, standards, and obligations that are detailed in this draft document.
- Service provider has to provide connectivity services to Internet Content Providers and Data Center Service Providers under specific requirements, standards, and obligations that are detailed in this draft document.

Public Consultations Description

The Communications, Space, and Technology Commission (CST) aims to promote the growth of the digital economy by creating attractive markets for the qualitative investments, supporting innovative business models locally, and raising the level of reliability of Internet services in the Kingdom.

CST issued this draft document based on its responsibilities and powers under the Telecommunications and Information Technology Act and its Bylaws; to enhance the localization of Internet content in order to promote the Kingdom’s role as a regional and global hub for accessing Internet content.
