Decision Overview

First:
Approval of the following regulatory documents:
• Regulations For Provisioning Of Operation Services Of Non-Terrestrial Networks (NTN)
• Regulations For Provisioning Of Telecommunication Services Over Non-Terrestrial Networks (NTN)
• Regulation for Registration of Telecommunication Space Stations

Second:
The regulatory documents of “Regulations For Provisioning Of Operation Services Of Non-Terrestrial Networks (NTN)” and “Regulations For Provisioning Of Telecommunication Services Over Non-Terrestrial Networks (NTN)” shall replace the following regulatory documents which were approved by CITC decision No.(484), dated April 20,2022:
• Regulations for the Provision of the Broadband Satellite Services
• Regulations of the Provision of the Operation Systems and Networks of Global Mobile Personal Communications Services (GMPCS-O)
• Regulations of the Provision of Global Mobile Personal Communications Services (GMPCS)
• Regulations of the Provision of the VSAT System Communication Services
• Regulations of the Provision of the Internet Services on Airplanes in KSA Airspace
• Regulations of the Provision of the Mobile Communication Service Onboard Aircraft in KSA

Third:
Continuing the use of the awarded permissions given to the permitted service providers in accordance with the replaced regulatory documents defined in the second resolution of this decision, based on the appropriate grace periods and transitional requirements and processes determined by CST until they are aligned with the terms of regulatory documents referenced in the first resolution of this decision.

Fourth:
This decision enters into force after the Telecommunications and Information Technology Law issued by Royal Decree No. (M/106) dated 2/11/1443 AH enters into effect.

Fifth:
This decision shall be communicated to the relevant parties, and shall be acted upon once this decision is published on the CST website.
